They are trying to time their drive so they don't have to change speed. Sometimes they mis-time their approach. I usually pass them anyways. Why do people you pass always turn their high-beams on at you?
I don't know, but what about the drivers who have a green light to make a left turn, but they don't move out far enough then the light turns red and they still don't move?

How about people who slow way down and pull wide right to make a left-hand turn, but don't signal?
Then there's those nasty, wicked bicyclists, but that's another story.
